Public Financial Management and Planning–Budget Integration Expert/Governance, Institutional Reform and Compliance/ IGAD institutional supporting measures - Djibouti and IGAD Member State Countries
Requested Profile
Role
• Strengthen financial management and fiduciary control systems (Output 3).
• Lead Pillar 2: Fiduciary systems and planning–budget linkage.
• Ensure integration between strategic planning, annual work plans, budgeting and reporting systems (SO1).
• Support procurement systems strengthening, including digital procurement solutions.
• Contribute to the development of tools linking resource allocation with institutional performance and priorities.
• Apply the principles of institutional accompaniment and non-substitution by ensuring that technical support and advisory inputs strengthen existing IGAD systems and institutional capacities.
• Support knowledge transfer, mentoring and on-the-job capacity development of IGAD staff to enhance sustainability of reforms beyond the duration of the Technical Assistance.
• Where relevant, promote the involvement of qualified internal IGAD expertise and institutional resource persons in short-term technical assignments and reform processes.
Qualifications and Skills
Minimum Requirements:
1. Master’s degree in finance, economics, public financial management, accounting or related field (or bachelor’s degree with 4 additional years of relevant experience).
2. Demonstrated experience in public financial management and fiduciary systems strengthening.
3. Proven expertise in public procurement systems, including exposure to digital or e-procurement solutions.
4. Strong analytical and advisory skills in financial governance and budgeting processes.
5. Full professional proficiency in English.
Desirable:
6. Experience in linking budgeting processes with strategic planning and performance frameworks.
7. Experience in supporting financial reforms in public, regional or international organisations.
8. Experience with EU-funded programmes and compliance requirements.
9. Familiarity with integrated financial management systems and institutional reporting tools.
