Requested Profile
Role
• Lead Pillar 4: Development partner coordination, Member States engagement and institutional performance.
• Strengthen structured coordination with development partners and improve portfolio oversight (SO2).
• Develop and operationalise structured engagement mechanisms with Member States (SO3).
• Support the development of systems and tools for monitoring Treaty compliance and follow-up of regional policy implementation.
• Support resource mobilisation strategies aligned with IGAD’s strategic priorities.
• Strengthen institutional communication and visibility in support of performance and accountability.
• Ensure integration between partner coordination, Member States engagement and institutional performance frameworks.
• Ensure the systematic integration of gender equality and gender mainstreaming considerations across partner coordination, Member States engagement and institutional performance processes, in line with EU gender equality commitments.
Qualifications and Skills
Minimum Requirements:
1. Master’s degree in international relations, development studies, economics or related field (or bachelor’s degree with 4 additional years of relevant experience).
2. Demonstrated experience in development partner coordination and institutional engagement.
3. Proven experience in resource mobilisation, programme portfolio management or external relations.
4. Strong analytical, facilitation and communication skills.
5. Full professional proficiency in English.
6. Demonstrated knowledge of gender equality and gender mainstreaming approaches in development or institutional contexts.
