Requested Profile

The minimum requirements covered by the team of experts as a whole are detailed below:

Qualifications and skills required for the team:

Category II experts should have at least a university level degree in a relevant subject, such as public policy, law, political science or associated field, or in the absence of the above a minimum of 6 years equivalent experience.

General professional experience of the team:

The team shall have strong experience in programme and financial management, monitoring, evaluating and reporting on complex international donor-funded programmes/projects; demonstrated experience implementing complex governance programming, driven by an understanding of the political economy and of how systems change; working experience in security, justice and anti-corruption; and demonstrated understanding of workings of central and local government.

Specific professional experience of the team:

The team shall have a cumulative experience of:

At least 10 years in the area of evaluation with at least 2 evaluations conducted in the region in the last 5 years; and a sound practice of development interventions in the sector of governance, accountability and access to justice

Language skills of the team:

Excellent command of written and spoken English essential.

Working knowledge of Swahili is an asset.
