Master degree (Baccalaureate + 5) in Management or transport economics or equivalent  and justify at least 12 years of experience in the following sectors:
- Roads and engineering structures
- Railways
- Harbours and Inland water infrastructures
- Airports and Air Traffic
- Inter-modal infrastructures
- Transport safety
- Buildings (for education, healthcare, administrative and industrial use)
- Water supply and sanitation networks
- Solid waste disposal and treatment installations
- Engineering and construction conflicts/disputes resolution
