At least four professional experiences in evaluation methods and techniques in general - Knowledge of EU programme management and of the functioning of direct management with the beneficiary country under IPA II -
Knowledge of the Twinning instrument with EU Member States
Technical knowledge of the sector covered by the action under evaluation
Gender expertise
Excellent communication skills
Excellent report drafting (writing, editing)
Each expert shall have at least a Master's Degree in the field of Law, Criminological Sciences, Public administration, Public policy, Politics, International relations, Development cooperation, Development management, EU studies or other field relevant to the assignment or, in its absence, 4 years of equivalent professional experience in the fields mentioned above on top of the general professional experience specified below.
A cumulative experience of at least 12 years in the area of evaluation of donor-funded projects / programmes, including experience in the field of EU external relations and development cooperation;
A cumulative experience of at least 6 years in the area of evaluation of donor-funded projects / programmes - Team management experience
At least 4 evaluations conducted in the sector of the action which is being evaluated, of which at least 1 regarding IPA actions;
Experience as an evaluator in at least 3 evaluations conducted in the sector of the action which is being evaluated, of which at least 1 regarding IPA actions.
Language skills of the team: All experts shall have English language skills at a minimumlevel of C1 (understanding, speaking and writing) and at least one expert shall have Albanian language skills at a minimum level of C2 (understanding, speaking and writing).
