• Expert category: Cat. II (>6 years of experience)

Qualifications and skills required:

• Master’s degree in economics, public finance management, public administration or equivalent general professional experience as defined below;

General professional experience:

• At least 6 but preferably 10 years of professional experience in PFM reforms and public expenditure management - Demonstrable understanding of institutional development

Specific professional experience:

• Experience in programme/performance-based budgeting
• Experience with justice sector programme budgeting is a strong asset
• Proven experience in development of mid-term expenditure frameworks and state budget planning
• Experience in PFM methodology development and capacity building
• Understanding and experience with EU Budget Support modality is an asset

Language skills

• Fluent English, knowledge of Armenian is an asset
