Key expert 1 - Team Leader - Vocational Training and Skill Development – Senior Expert
and Specialist:
• General description of the position: The team leader shall lead the implementation of the
assignment, be responsible for the overall management and coordination of all activities.
He/she will ensure contacts and consult with team member (s) and target groups to
collect data, to analyse information and to feed the analytical framework and timeline for
the achievement of the assignment’s overall objective and purpose; review all relevant
legislations and available reports; in coordination with Key Expert 2 (see below) in carry
out field visits.
• Expert category: Cat. I (>12 years of experience)
• Qualifications and skills required: - At least a master degree in Social Sciences,
Education and Training, Human Resources or relevant, directly related discipline, or
equivalent. - Knowledge of Technical and Vocational education and Training (TVET),
skill development, labour market and skills needs’ analysis. - Knowledge of digital and
green TVET qualifications and skills, lifelong learning would be an asset - Knowledge
of EU Project Cycle Management; - Knowledge of programme formulation tools and
methods - Capacity to work in a team in a multicultural environment - Excellent
interpersonal communication and reporting skills
• General professional experience: - Minimum 12 years of experience in international
cooperation, project/programme management and/or implementation of activities at
international level some of which should have been acquired in a developing country.
• Specific professional experience: - At least 7 years’ experience in policy analysis and
programme on TVET and labour market, skill development.
• Language skills: - Proven excellent communication skills in English (reading/speaking/
writing). - Languages levels are defined for understanding, speaking and writing
skills by the Common European Framework of Reference for Languages available
at: https://europass.cedefop.europa.eu/en/resources/european-language-levels-cefr and
shall be demonstrated by certificates or by past relevant experience.
• Number of working days: 45 days
• Additional information: Preferred required skills for the Team Leader assignment:
Proved experience in leading missions for project identification, formulation or
implementation. Experience in ICT in the modernization of TVET sector. Knowledge
of Twinning modalities and contribution agreement. Knowledge of Vietnamese context
would be an asset
