Qualifications et compétences :

• Master’s degree as an Academic level in one or more of the following fields: social or political sciences, law, public administration,ICT, social services or any other relevant discipline.

OR

• equivalent professional experience which must be 5 years above the specific professional experience relevant o this assignment.
• Proven experience in working both in a team and individually and manage time and deadlines successfully.  Good understanding and demonstratedknowledge of programme goals.
• Knowledge of grants to local CSOs (civic education, voter sensitization, local media) General professional experience: • Identification and formulation of policy findings, or lessons learned and recommendations. OR • Coordination, liaising and programme/ project management/logical framework.

Specific professional experience:

• 12 years of direct professional experience in technical electoral assistance
• 10 years professional experience in developing countries
• Experience in at least one EC-UNDP-JTF coordinated electoral assistance project
• Experience with at least one of the organizations of the CEPPS (Consortium for
• Elections and Political Process Strengthening (*) ) • Experience in providing supportto EU Delegation in electoral assistance (at least one such assignment)
• Advanced knowledge of ballot formats and ballot printing, and electoral ink (the CV must clearly state the electoral processes or the research in which this knowledge was acquired)
• Advanced knowledge of voter registration processes (the CV must clearly state thevoter registration processes or the research in which such knowledge was acquired)
• Experience in developing countries where the voter list is extracted from national ID database (the CV must give at least one example) • Knowledge of grants to local CSOs (civic education, voter sensitization, local media) (The CV will give examples) (*) Created by the USAID, it regroups NDI, IRI and IFES.

Language skills:

• Excellent drafting skills in English (C1) and fluency in French (B1)
• Fluency in Portuguese (B1) and Spanish (B1)
