Evaluation and Formulation Team Leader:

Qualifications and skills required:

·       At least a Master’s Degree (academic level) in Political Science, Law, Development Studies, or a directly related discipline.

·       At least 4 missions leading monitoring and evaluation or formulation missions in electoral reform, and democratic governance.

·       At least 12 years of professional experience at international level (worked in at least two countries) some of which should have been acquired in a developing country.

General professional experience:

·       At least 6 years' experience in key areas related to democratic governance including political parties, the media, civil society, and advocacy/education.

·       At least 4 years' experience of capacity development in electoral

·       support activities, such as civic/voter education, voter registration, and mobilization for inclusive participation

·       At least 4 years' experience in participatory planning and management of large development projects in complex political environments, including specific working experience in dealing with Electoral Management Bodies;

·       Strong understanding of international electoral standards and principles; good knowledge of electoral law preferred

·       Experience in development cooperation in Sub-Saharan Africa.

·       Experience in donors-government co-ordination and strategic understanding to ensure overall coordination of the project

·       Minimum of 3 years' experience with EDF programming procedures will be an asset;
