Project Formulation Expert

Qualifications and skills required:

·             At least a Master’s Degree (academic level) in Political Science, Law, Sociology, Anthropology, Development Studies, International Relations, Public Administration or directly related discipline, or equivalent.

·             At least 3 missions leading project identification/formulation of electoral assistance projects and/ or democratic governance.

·             At least 12 years of professional experience at international level (worked in at least two countries) some of which should have been acquired in a developing country.

General professional experience:

·             6 years' experience in designing election related projects and/or implementation of activities including the use of gender-based tools for project monitoring and implementation.

·             Experience on EU funded project is an advantage.

·             At least 5 years' experience in key areas related to democratic governance including political parties, the media, civil society, and advocacy/education.

·             At least 6 years' experience of capacity development in electoral support activities, such as civic/voter education, voter registration, and mobilization for inclusive participation

·             Familiarity with international standards and methods regarding elections planning and administration;

·             Experience in development cooperation in Sub-Saharan Africa. Proven field research and report writing skills.

Specific professional experience:
