General description of the position: - In charge of the general supervision/management of the contract, including monitoring and reporting tasks - Overall lead/coordination of the planned strategic advocacy, communication and networking activities, including the timely elaboration of the Advocacy and Communication Strategic Plan (as described in the ToRs) - Overall supervision/coordination of the organization of the 3rd annual C2C conference in 2025 - Liaise/synergize strategically with the connected initiatives (in particular with the OECD team in charge of the study on city-to-city partnerships and investments – see ToRs) - Production of minimum 2 policy-oriented research papers over the duration of the contract (as described in the ToRs)

Qualifications and skills required: - Completed university studies of at least three (3) years, attested by a diploma, in international development cooperation, international relations, political sciences, economics or any related topic. In its absence, 5 years of equivalent professional experience. - Strong policy-oriented research skills, demonstrated by minimum 3 publications on development related topics. - Team leader/ management skills (minimum 3 assignments as team leader) - Excellent oral and written communication skills (must be reflected in the professional experience) - Strong facilitation, networking and advocacy skills (must be reflected in the professional experience) - In-depth knowledge of EU development policy and institutions (must be reflected in the professional experience)
General professional experience: Minimum of 12 years of professional experience in development cooperation
Specific professional experience: - Minimum of 5 years of professional experience in local governance issues and/or sustainable urban development. - Minimum 5 years of professional experience working with the European Commission (as a staff or as a consultant); professional experience working with EU Delegation will be asset. - Minimum 3 assignments as Team Leader related to EU development policyrelated topics. - Professional experience working on the specific topic of decentralized cooperation/city-to-city partnerships will be an asset. Language skills: Be proficient in English and French (C1). Good command of Spanish or Portuguese will be an asset (B2).
