Bachelor's degree in Economics, Law, Accounting, Finance or Management. A master's degree in one of the areas of training mentioned above is an asset. Experience in leading teams in the public/private sector, in the elaboration of Public/Private Partnership Policies, and in the analysis of the Legal, Institutional and Regulatory Framework of PPPs; proven by a list of at least 2 consultancies provided in this area.
Experience in identifying and developing PPP transactions; proven by a list of consultancies provided in this area.
Proven experience in PPP project management and planning from a strategic and financial perspective; proven by a list of consultancies provided in this area.
Experience working with the government to design PPP capacity building programs; proven by a list of at least 2 consultancies provided in this area; Experience and knowledge of the regulatory framework of PPPs in Angola and knowledge of the Portuguese language will be a differentiating factor;
Experience in the formulation and development of policies related to PPP process structures, general transaction management and PPP contracts proven through a list of consultancies provided in this area.
