Role
• Overall coordination, quality assurance and strategic guidance of the Technical Assistance.
• Serve as the main interface between the contractor, the Contracting Authority and IGAD Executive Secretariat.
• Lead Pillar 1: Governance, institutional reform and Treaty compliance monitoring.
• Ensure alignment of all outputs with expected results, particularly SO4 (institutional accountability and compliance).
• Oversee cross-pillar integration, ensuring coherence between governance, planning, budgeting and performance systems.
• Establish and lead cross-pillar coordination mechanisms, including regular coordination meetings, integrated planning sessions, joint monitoring reviews and harmonised reporting arrangements to ensure coherence and avoid duplication across reform pillars.
• Support the establishment and operationalisation of a Technical Assistance Governance Framework involving IGAD senior management, the Contracting Authority and the contractor, including decision-making procedures, escalation pathways, issue resolution mechanisms and coordination responsibilities.
• Provide strategic oversight for the EU-funded Action Grant supporting IGAD’s corporate systems.
Qualifications and Skills
Minimum Requirements:
1. Master’s degree in public administration, governance, institutional development, international relations, or related discipline (or bachelor’s degree with 4 additional years of relevant experience).
2. Demonstrated experience in leading and coordinating multidisciplinary technical assistance teams.
3. Strong expertise in institutional governance, organisational reform and public sector management.
4. Excellent analytical, facilitation and communication skills.
5. Full professional proficiency in English (written and spoken).
Desirable :
6. Postgraduate specialization in public sector reform, institutional governance or organisational development.
7. Experience facilitating high-level institutional reform processes involving senior leadership.
8. Experience with Regional Economic Communities (RECs) or similar intergovernmental organisations.
9. Experience with EU-funded programmes and familiarity with EU procedures.
