must be properly certified, trained, and experienced, with at least 3 to 5 years of proven experience; they must speak Arabic; the training must take place in Tripoli, Misrata, Tawergha, or Benghazi; and for BMT training, the duration must be between 5 and 7 days. Failure to meet these criteria will result in the disqualification of the bid (pass/fail criterion; not scored).
