The Senior Ex-Police Officer shall be a qualified, professionally trained and competent police officer. He/she shall possess a Kenya Certificate of Secondary Education certificate or equivalent, with extensive on-job training at recognized police training college. Operational experience in a national police training college is essential and a Bachelor’s Degree in Police Science, Security Management and Police Work, Criminology, Traffic and Road Safety Management or an equivalent qualification will be an added advantage.
The Officer shall have training in accident investigation and shall possess knowledge in traffic rules and regulations and traffic controls in Kenya. He/she must have served as Police Officer for at least ten (10) years with a minimum experience of five (5) years as a traffic officer in traffic controls, accident investigation, crash data analysis, enforcement, traffic safety awareness campaigns, etc.
The officer should be fully conversant with the road safety issues in low- and middle-income countries (LMIC). In addition, He/she should have wide-ranging road safety leadership experience and at least three (3) years working experience in Sub-Saharan Africa. Fluency in both written and spoken English is Mandatory. The Senior Traffic Police Officer should be thoroughly experienced in police recording techniques, enforcement practices and protocols to obtain full support of police for the project. He/she will liaise with crash data analyst during data collection and will also participate in Road Safety Assessment and Audits as a primary observer.
The Consultant shall not engage a serving Police Officer, but an Ex-Service Man/Woman.
