Master degree (Bac+5) in Law or equivalent and justify at least 12 years of experience in the following sectors: 
- Human Rights
- Democracy and rule of law
- Enhancement of the role of civil society
- Local Authorities & Decentralisation
- Migration
- Conflict prevention and resolution, Peace and Security
