Master degree (Bac+5) in Technology and digital services or equivalentand justify at least 12 years of experience in the following sectors: 
- Broadband connectivity and digital infrastructure
- Digital literacy and digital skill
- Cybersecurity and privacy
- Digital entrepreneurship
- Digital technologies and services as enablers
- Navigation Systems, Systems of localisation and surveillance (terrestrial and maritime)
- Digital Agenda – external projection of EU policy
- Data Protection – external projection of EU policy
