General description of the position:

• The required team of experts is foreseen to be composed as follows to cover the four main themes of the PEA: 1 lead expert who also serves as one of the thematic experts, 5 key thematic experts (3 Category I, 2 Category II experts).
• Expert category: Cat. I (>12 years of experience)

Qualifications and skills required:

• at least an academic master’s degree in law, international relations, political sciences, social sciences, development studies, governance, or in its absence an equivalent professional experience.

General professional experience:

• at least 12 years of experience in at least one of the sectors of Lot 4: Human Development and safety net.

Specific professional experience:

• At least 10 years of solid experience in research/ analysis, performance of political economy analyses in sectors related to governance and/or social protection strategies and/or implementation.
• Proven experience or specialization in one of the fields of work (social protection) as well as a linkage to social protection responses.
• Proven previous professional experience in Iraq or MENA countries related to the topic of the assignment, or closely linked to it.
• Language skills: proficiency in English and Arabic are mandatory (written, verbal).
• Number of working days: 50 days

Additional information:

• Regarding the lead of the expert team: all the above professional requirements and qualifications apply, in addition to the following:
• proven experience in managing a team, giving strategic guidance and supervision, quality assurance, troubleshooting, drafting and comprehensive delivery of research and political economy reports,
• Command of the Arabic and English languages are mandatory
