General description of the position: Support the EUD in the implementation of the
EU Roadmap for Engagement of Civil Society 2019-2024 and in the preparation and
implementation of the new phase of the EU Roadmap beyond 2024
• Expert category: Cat. III (>3 years of experience)
• Qualifications and skills required: • University degree or equivalent training in the field
of sociology, social/human sciences or equivalent; • Solid facilitation and communication
skills;
• General professional experience: Minimum 3 years of professional experience in:
• Identification and formulation of strategic programs and strategies on civil
society and/or fundamental rights, democratic governance and/or citizen participation.
• Multistakeholders’ dialogue and participatory processes in the framework of
international cooperation. • Experience in mapping exercises, analysis techniques and
instruments. The following experience will be considered an asset: • Experience in
formulation of development strategies, planning and donor-coordination. • Experience
in development cooperation with European development partners in Bolivia.
• Specific professional experience: Minimum 3 years of professional experience in:
• Identification and formulation of strategic programs and strategies in support of
civil society; • Coordinating and facilitating dialogue processes with civil society
organisations in their diversity including NGOs, social movements and indigenous
organisations. • Organizing strategic meetings, reflection processes and dialogues with
development partners on issues of democracy, governance, human rights, gender. •
Dialogue and cooperation with different types of civil society organisations, from NGOs,
to social movements, indigenous organisations, feminist and youth organisations, inter
alia. • Knowledge of the Bolivian context and experience working with Bolivian civil
society organisations (at least one year). The following experience will be considered
an asset: • Experience in supporting the conception/implementation of a Roadmap with
civil society or similar participatory exercises. • Knowledge and experience with specific
groups notably women, indigenous peoples, youth, LGBTI groups and other vulnerable
groups.
