Key expert 2: Labour market, employability specialist:
• General description of the position: The main responsibilities of the Expert 2 are:
support the Team leader in the assignment; fulfil tasks defined by and work under
the supervision of the team leader including conducting interviews and undertake the
necessary analytical work emanating from the scope of the assignment; be responsible
for the communication with relevant Government institutions and other Vietnamese
stakeholders.

• Expert category: Cat. II (>6 years of experience)
• Qualifications and skills required: o At least a Master Degree in Social sciences,
International Development, Labour relations, directly related discipline, or equivalent. o
Knowledge of EU’s identification and formulation tools and methods
• General professional experience: - Minimum 6 years of experience in the Labour market
and employability sector. - Thorough knowledge and understanding of Vietnam's labour
sector including legal, institutional, policy and regulatory frameworks and challenges. -
Knowledge of skill and employability, skills for decent work. - Knowledge of TVET -
migration nexus would be an asset.
• Specific professional experience: - Proven experience of project/programme
management, formulation or/and evaluation of development cooperation projects in
related field.
• Language skills: Excellent communication skills in English (reading / speaking /
writing). Fluent in Vietnamese
• Number of working days: 35 days
• Additional information: Preferred required skills for this assignment: Experience
participating in missions for project identification, formulation or implementation. •
Experience in Information and Communication Technologies in the modernization of
TVET sector.
